ALBANY, N.Y. -- Jaliek Rainwalker's family and friends met in Albany. The group, with Rainwalker's maternal grandmother Barbara Reeley among them, wants a new law that they say will provide better oversight of adopted kids.

“When the tax payers is paying to take care of these children, there needs to be some kind of oversight so that money is being used for what it is intended for,” said Rev. Tim Sherman, Jaliek Rainwalker Task Force member.

"My son-in-law and daughter receive $1,508 for the one child they have. It is tax free they receive it monthly and there is no oversight," said Barbara Reeley, Rainwalker's Grandmother.

Reeley's daughter Jocelyn McDonald and son-in-law Stephen Kerr are Rainwalker's adoptive parents and still have an adopted daughter. Kerr was the last person to see Rainwalker.

Elaine Person also took care Rainwalker and had taken care of him the day before he disappeared. But, Person disagrees with the proposal, saying laws covering this are already on the books.

"They really haven't done their homework about the true viability of this law and it is just not realistic," said Person.

The disagreement spilled over into the press conference. Sherman questioned Person about her not reporting potential abuse.

"What I am saying it the ball was dropped and Elaine, it was dropped in your case too," said Sherman.

Person says that's incorrect and says she did report every instance of abuse.

"Every teacher, guidance counselor, every social worker, neighbor, friend, relative has a responsibility to report child abuse when they see it," said Person.

Rainwalker has been missing for almost a year and a half.

And perhaps it is causing stress among the group who want to find him. Reeley collapsed at the end of the event. She was taken to Albany Med in an ambulance, but Sherman says she is doing okay.
