VATICAN CITY -- Pope Benedict changes the rules of the Conclave, which could push up the date Cardinals decide on the new Pope.

However, Pope Benedict signed a legal document changing the 1996 Vatican law. It is one of his last acts as Pope before resigning Thursday.
