NEW YORK STATE -- National Grid will be offering $32 million in credit to its customers, to offset an increase in electric supply costs.

The move was authorized by the state's Public Service Commission.

According to the commission, February's unusually cold weather would spike bills for Upstate New York residential and small business customers by as much as 27 percent.

National Grid petitioned to use the credit to keep rates in February the same as this month.
